Why it isn't billed by the hour
Every coat of compound has to dry before the next one goes on, and that waiting is why Devin says hourly billing doesn't fit drywall; labor is figured by the day, per person. The drywall page has his explanation.

Old paint and the EPA rule
In a house built before 1978, EPA's RRP rule covers paid work that disturbs painted surfaces. EPA's contractor page exempts small repairs that disturb six square feet of paint or less per room inside, but window replacement and demolition of painted surfaces are covered at any size.
